Evaluation of an obligation from the partial inspection declaration (TPE) for the Radio Block Centre (RBC) specifications

The starting point for the project is the TPE of the SRS for the Radio Block Centre (RBC) - European Train Control System Level 2 (ETCS Level 2) DB Release 3.3.1. This TPE evaluates the deviation of the manufacturer specifications from the requirement specification (LH) and ensures safe integration on the operator side from an operational perspective in the phase of manufacturer specification.

 

Our assessor (PSV) evaluated the manufacturer's processing of obligation 004 of the TPE of the manufacturer specification. In this obligation, DB InfraGO requested a systematic comparison from the person responsible for release (FGV). The manufacturer carried out this comparison (after consultation with the operator), based on the technical and operational error situations analysed by the operator in the EuE documents from the BTSF3.

 

In addition, it had to be assessed that the respective safety objectives of the BTSF3 chapters remain unaffected by the deviations. If safety objectives are affected by a deviation, the additional risk reduction measures for which the manufacturer or operator is responsible are determined. 
The result of our activities were assessment reports from our PSV as a contribution to the FGV to achieve a methodical and complete assessment of the operational safety suitability of all deviations for the maufacturer specification phase.
